A Review of Government Work in 2024

Over the last year, we took solid steps toward advancing high-quality development, ensuring overall economic stability while pursuing progress. Our Gross Domestic Product (GDP) grew by around 4.5 percent, with solid strides made in all areas of work.

Innovation strength was further upgraded

We ranked third nationwide with 29 achievements receiving National Science and Technology Award. 185 achievements received Provincial Science and Technology Award, taking up 63.8 percent of the provincial total. Multiple major innovation platforms were landed. We ranked fifth in 2024 Nature Index- Science Cities, and ninth in the Global Innovation Index (GII) science and technology clusters.

More growth drivers were cultivated

Several 10-billion-yuan projects were launched including the Light Hydrocarbon Comprehensive Utilization Project of Nanjing YPC-BYC Olefins Company Limited (YBOC), Jinling Petrochemical high-end daily chemicals project and its upgrade, and the second phase of H-T’s Nanjing IC advanced sealing and testing industrial base project. A number of priority projects went into production or operation including Hitach EV parts plant, robots invested and constructed by Nanjing Inovance Technology Co., Ltd, and Xiaomi Nanjing Science and Technology Park. Landmark projects such as BSH Global R&D Center and LG Energy Solution China Headquarters were landed. 

The number of National-level Manufacturing Single-item Champions rose to 31 after 13 more companies were included, ranking fourth nationwide. The number of state-level Little Giant firms rose to 334 with 121 newly added, ranking sixth in the country.

Urban function was further improved

Our urban and core functional positioning was elevated. Our national territorial spatial plan (2021-2035) was the first among provincial capital cities to receive approval. Nanjing Port Overall Plan (2024-2035) was approved by Ministry of Transport and the provincial government. Construction was commenced on Nanjing North Railway Station. We conducted pre-feasibility study for the third phase of Lukou International Airport. The Nanjing-Yangzhou (Longtan) Yangtze River Bridge and the main line of Xinshengwei Yangtze River Bridge opened.

The sense of fulfilment and safety for our people was enhanced

We delivered on 40 practical concerns of our people. We ranked first province-wide in the level of basic public services and people’s sense of safety, which reached 99.2 percent. The concentration of PM2.5 dropped to 28.3 μg/m3. 85.8 percent of the days across the year saw good air quality, registering the best record. The quality of surface water ranked first province-wide.

The highlights of our work over the past year were as follows:

We made an all-out effort to ensure a stable economic performance with good momentum for growth

We rolled out a combination of measures to consolidate and strengthen the momentum of economic recovery, boost the stable growth of industrial economy, and the high-quality development of service consumption. 612 projects with recorded investments exceeding 100 million yuan, and 117 operational with registered capital exceeding 100 million yuan were attracted. We launched events such as Major Foreign Guests in Nanjing and Visiting Multinational Company Headquarters. Service outsourcing contract amounts and execution amounts ranked among the top in the country. The scale of cross-border e-commerce came first in the province. A pioneering import model of the China-Europe Railway Express + Bonded Zone was introduced. The operation of 8 international railway routes was secured.

We advanced new quality productive forces in light of actual conditions

The number of national key laboratories reached 25 including Purple Mountain Laboratories. The Future Network Experimental Facility Project, a major national-level sci-tech infrastructure, was completed and went into operation. Multiple industrial policies in various fields of technology were introduced.

We deepened reform and opening up

We coordinated the advancement of 239 annual reform tasks, ranking top nationwide. The development of the pilot free trade zone has been further promoted.

We synergized urban and rural development across the board

We continued to promote projects such as the construction of the Shanghai-Nanjing-Hefei high-speed line along the Yangtze River and Nanjing-Huai’an Intercity Railway, and the expansion of Nanjing-Wuhu Railway. Construction of projects such as Nanjing–Chuzhou Expressway and Provincial Route 338 were accelerated. We made progress in constructing 11 subway lines, increasing the total operational mileage to 484 kilometers. Our level of modern urban agriculture development ranked third among large and medium-sized cities in China.

We strengthened our efforts in building a Beautiful Nanjing

We remained committed to protecting the ecological environment, effectively addressing environmental issues reported to us. We launched the Safe Yangtze River 2024 special action. The forest coverage rate ranked first in the province.

We ensured people’s wellbeing with dedication

We secured 389,000 employment positions for college graduates with 28,000 high-quality internship positions. Urban employment increased by 219,000.

We implemented policies to strengthen security resilience in a systematic way

A three-year action plan for addressing the root causes of production safety incidents and a full-chain governance of All-in-One-Go in key areas were carried out.

Main Tasks in 2025:Prioritizing the primary task of high-quality development, building a prosperous city with competitive industries, and utilizing the main engine of scientific and technological innovation, giving full play to project implementation.
