Nanjing approved as the comprehensive pilot project to expand opening up the service sector

In December 2022, the State Council approved the comprehensive pilot project to expand opening up the service sector in Nanjing and other five cities, which, in parallel with FTZ strategy, made Nanjing the only city in the province that implemented two major national strategies for opening up.

Recently, with the consent of the State Council, the Ministry of Commerce formally issued the General Plan for the Comprehensive Pilot Program for Further Opening up the Services Industry in Nanjing (hereinafter referred to as “the Plan”) and the list of pilot tasks, including five main tasks and 104 pilot measures of 17 categories.

According to the Plan, Nanjing, with a focus on its positioning as a national regional central city, famous historical and cultural city, base for scientific research and education, and comprehensive transportation hub, will further promote the reform and opening-up of the service industry, accelerate the development of the modern service sector, create new advantages in international cooperation and competition, and play a demonstrative and leading role in the all-round opening-up of the country and the innovative development of the service industry, said a source from the Municipal Bureau of Commerce.

“Promoting the further reform and opening-up in major sectors of the service industry” is one of the main tasks proposed in the Plan, which involves 50 pilot measures, accounting for nearly half of the list.

According to the Plan, Nanjing shall relax access restrictions by category, promote the elimination of administrative barriers, improve regulatory systems, and deepen the reform in key sectors to enhance the international competitiveness and overall development level of the service industry, by dint of seizing the new opportunities brought by a new round of scientific and technological revolution and industrial transformation, and focusing on 10 key sectors, i.e. technical services, professional services, commercial services, logistics and transportation, education, finance, health care, telecommunications, cultural services and legal services.
