The city of Nanjing has kept in mind the General Secretary’s instructions, run the innovation engine in full gear and make great strides towards the goal of building a “leading national innovative city” so as to demonstrate Nanjing’s responsibility and contribution in serving the national innovation-driven strategy and building a new development pattern.
As the only pilot city for comprehensive reform of the scientific and technological system in China, Nanjing has implemented a series of new mechanisms, optimized the management system of scientific and technological projects and the confirmation of rights of scientific and technological achievements, and accelerated the forging of a strategic scientific and technological core force around the goal of “building a national regional scientific and technological innovation center and striving for a comprehensive national scientific and technological center”.
With the construction of the “seed industry Silicon Valley” with Zhongshan Laboratory as the core, Nanjing will incubate more than 1000 scientific and technological achievements in 8 years to form a 100-billion-yuan agricultural innovation industry.
At present, the Purple Mountain Laboratories have released more than 20 global original achievements, such as the successful construction of the world’s first wide-area deterministic network system, and the world’s highest transmission rate of 6G photon terahertz.
In the past five years, Nanjing has increased its total social R&D investment from 3.01% to 3.7%, won more than 200 national science and technology awards, listed second on the national innovative city’s innovation capacity ranking and the eighth in the global scientific research city ranking, second only to Beijing and Shanghai.
The Biomedicine Valley has built a full-cycle industrial chain from raw materials to new drug creation, to medical service application and health care big data.
In the gene and cell laboratory of the biomedical public service platform, the settled enterprises can share more than 3000 sets of sophisticated instruments and equipment, which has greatly reduced the operating costs.
By issuing the innovative industrial system action plan, implementing the high enterprise cultivation project, and formulating three “100 items” policies to optimize the business environment, Nanjing has formed one 500-billion-yuan and four 100-billion-yuan emerging industrial clusters, software and information services with smart grid selected into the first batch of national advanced manufacturing clusters, and a national artificial intelligence innovation and application pilot zone approved.
In the past five years, Nanjing has increased its number of high-tech enterprises from 1844 to more than 8800, with the number of national high-tech enterprise incubators ranking the first in the country for three consecutive years, representing more than 4000 industrial enterprises above the designated size, up 70% year on year.
Nanjing has taken advantage of the spring breeze led by innovation to make more achievements in the field of people’s livelihood and let the people enjoy many development dividends. The city has created more than 1.5 million urban jobs, taken the lead in realizing the mutual-aid pension service of universal deposit and withdrawal across the country, selected as the first batch of urban renewal pilot projects in the country by increasing the ecological shoreline of the Yangtze River from 66.2% to 80.3%. The water quality of all 28 tributaries leading into the Yangtze River met the assessment requirements with obvious improvement made in biodiversity.
